FLORIDA WOUND CARE EXCELLENCEPROGRAMMay 1st, 2019 through April 30th, 20201. Summary:The Florida Wound Care Excellence Program provides 350 scholarships for nurses of skilled nursingfacilities over a 12-month period. The program launched on May 1, 2019 when Florida Post-Acute orida. Upon completion of the website, registration became availableand the clinical staff began accessing the clinical modules.The program closes out yielding a completion rate of 90%, with a total of 50 completions that took placeduring the last 2 months of the program. There were thirty-eight nurses who did not complete the coursetimely despite aggressive follow-up by our team. Overall, we believe the program was successful inrespect to our goal and are thankful to have partnered with the state to fulfill our mission of raising thelevel of wound care education and competence for nurses in Florida.Completions by month are depicted in the chart below:Completions by Month705860595042402830201002617151120201416

2. Demographic Data:The average age of an enrolled nurse was 42.6 years of which 92.7% are female and 7.3% are male.Further, 150 nurses or 47.5% have an Associate’s degree, and 67 or 21.2% of the registrations hold aBachelor’s Degree or higher. The remaining nurses hold a Vocational Qualification. 3. Principal Nursing Employment:The 316 completed courses reached 134 nursing facilities for which the listing can be found in ExhibitA. Additionally, the program reached a broad cross section of the state by educating nurses located in41 counties of which 76 nurses or 24% reside in Duval, Orange, Volusia, and Broward Counties.Completed courses by county can be found in Exhibit B.4. Other: On average it took participants 2.5 attempts to complete the final exam. On average it took participants 29 days to complete the course after registering.5. Clinical Outcomes Reporting:In our proposal we indicated that this program had the potential to impact the quality of care forresidents in facilities when a nurse underwent training and wound care certification. Nurses withhigher levels of training have the potential to impact patient outcomes as measures by various clinicalwound outcome measure. To evaluate these potential impacts on clinical outcomes we trackedquality measures publicly reported to CMS in the period before and after a nurse was trained in thisprogram. The nurse and facility were tracked for the reported measures specific to a given facility.In the case in which we also had specific data on the pressure ulcer scale for healing (PUSH) for afacility we recorded these. At the conclusion of this program we have analyzed the data for thesequality indicators and compared facilities with and without a nurse who participated in this programFindings:Facilities that had a nurse completing the program we found on average had a higher percentage ofhigh risk long-stay residents with pressure ulcers before starting the program. In these facilities therate was12.2% versus the average of 10.1% in all facilities across Florida before the start of theprogram. After completion of the program the number of long stay residents with pressure ulcersdropped by 34% to a rate of 8% in these participating facilities (note: The most current CMS reporteddata available is for Q4 of 2019. If completion of the program occurred in 2020 the impact cannot yetbe reported. In the state of Texas where this program was also funded, and completion data is fullyavailable a similar impact was seen).Pressure Ulcer Scale for Healing (PUSH) scores for which data was available demonstrated adecrease in severity of wounds of 26% in facilities where a nurse participated in the program.3

6. Conclusion:A structured wound care education and certification for wound care nurses has a significant impacton both the number of residents with pressure ulcers (long stay MDS measure) and severity of thewounds themselves (PUSH scores).Overall, we are pleased with the outcome of our CMP project given that 316 nurses were successful inachieving their certification and 20 accredited continuing nursing education credits. Additionally, we areproud of the positive feedback we have received from nurses and their respective facilities. Many of ourparticipants expressed how they enjoyed the course and gained a valuable and deeper insight intowound care management. We fully anticipate paralleling these results in any future program with thestate.4
